The third Medium Term Growth and Social Protection Strategy (GSPS) of the Commonwealth of Dominica provides the overarching framework that informs the macroeconomic and structural reform agendas, sector strategies and plans, the annual public investment programmes and budgets, as well as social protection and poverty reduction interventions. Under the theme “Redoubling the Effort Towards a Sustainable Development Pathway” the GSPS 2012 - 2014 articulates a broad medium-term strategy framework for growth and poverty reduction for a three year period. The GSPS reinforces the view that poverty reduction is the focus of the Government’s economic and social policy, and that the pursuit of strong economic growth, and the employment that will be generated as a result, is the main route to poverty reduction.
The Economic and Social Review serves as a tool for monitoring the implementation of the GSPS and improving the efficiency of development planning and coordination. Specifically, the Economic and Social Review for the Fiscal Year 2013/2013 presents an overview of the progress of the Government’s initiatives against the back drop of the Growth and Social Protection Strategy.
It also reinforces the Government’s focus on results-based management and efficiency of execution. The Economic and Social Review for the Fiscal Year 2012/2013 presents a report on the line ministries’ and departments’ implementation of their strategies, programmes, projects and operational plans. The report examines the sectors which contribute to social protection and poverty reduction, economic sectors, macroeconomic performance as well as cross cutting issues that relate to all sectors.
