Covid-19 Response: Employees and Small Business Programme

Employee Benefit Program

This program will offer financial assistance in the amount of $600.00 and $400.00 respectively for a period of three months beginning April 1, 2020 to head of households and individuals who have either been laid off or whose employment have been terminated as a result the COVID-19 Pandemic or the Emergency Powers (Curfew) Order, Statutory Rules and Order No. 15 of 2020. Head of household is defined as a person with at least one child under the age of 18.

Eligibility Criteria

  • Individual must be a citizen of the Commonwealth of Dominica (proof of citizenship required);
  • Individual must have been laid off/ termination on or after March 22, 2020;
  • Individual has not received other employment benefits as a result of his/her termination;
  • Individual has not received other income support;
  • The individual is currently unemployed;
  • Only one person from each affected family can submit an application; and
  • Total income of the individuals must not exceed $4,000.00 per month

Self-Employed Grant Assistance Program

This grant program is targeted at self-employed sole trader businesses. This program will offer grant financial assistance in the amount of $500.00, to self-employed individuals whose businesses have been suspended as a result of the COVID-19 Pandemic or the Emergency Powers (Curfew) Order, Statutory Rules and Order No. 15 of 2020. Grants will be paid via the Dominica Social Security (DSS).

Eligibility Criteria

  • Person must be a self-employed individual and a citizen of the Commonwealth of Dominica (proof of citizenship required);
  • Business must have been operational prior to March 22, 2020;
  • Business must have been closed/operations suspended after March 22, 2020 up to at a minimum May 19, 2020;
  • Individual must show evidence of business activity (for example, statement of particulars, accounting/book-keeping record, social security or certified copy of tax return, certification by at least five unrelated customers/clients, business registration and licences paid before March 22, 2019 );
  • Business has been highly impacted by the Covid-19 restrictions and Standard Regulatory Orders (SROs);
  • Individual’s total annual sales and other income must not exceed EC$100,000.00 annually or $8,000 per month;
  • Individual is not in receipt of employment income; and
  • Individual is registered with the Dominica Social Security

Small Business Loan Program

This program will offer loans of up to $15,000 to small businesses Loan whose operations have been negatively impacted by the COVID-19 Pandemic or the Emergency Powers (Curfew) Order, Statutory Rules and Order No. 15 of 2020. These loans will be disbursed via the AID Bank of Dominica at an interest rate of one percent and payable up to five years.

Eligibility Criteria

  • The owners of the business must be a citizen or citizens of the Commonwealth of Dominica (proof of citizenship required);
  • Business must have been operational prior to March 22, 2020;
  • Loan is to support business activities and operations other than for the purpose of agriculture
  • Owners must show evidence of business activity (for example, financial statements, certified copy of social security or tax return business registration and licences paid before March 22, 2019);
  • Business have been affected by the COVID-19 Pandemic or the Emergency Powers (Curfew) Order, Statutory Rules and Order No. 15 of 2020;
  • Business must have an annual turnover of less than EC$250,000; and
  • Business is registered with the Dominica Social Security.
