The Administrative Manager has the following principal responsibilities and deliverables, as well as other related tasks that may be identified as necessary to the success of the Project in attaining its objectives.

Expected Outputs/ Deliverables

Strategic Management of the operations of the Transition Team:

  • Ensure full compliance of the operations of the unit with established rules, regulations and policies, and monitoring of agreed results within specified timeframes
  • Establish internal Standard Operating Procedures (SOPs) to guide the operations of the Transition Team
  • Identify and assess risks in a timely manner to avoid delays in achievement of agreed results
  • Provide technical input on all operational matters relating to the establishment of the CREAD

Effective management and use of financial and human resources:

  • Oversee and report on the appropriate use of Unit assigned resources
  • Ensure timely disbursement of approved transactions
  • Provide oversight and support to the recruitment process for CREAD personnel
  • Promote optimal utilization of both financial and human resources to achieve results in a cost effective manner

Efficient Procurement and logistical services:

  • Utilize transparent and accountable procurement strategies
  • Develop procurement plan to support the goals of the Unit with clearly defined timelines and procurement strategies to be utilized
  • Manage and undertake the procurement of goods and services in an efficient manner which will ensure the achievement of agreed results
  • Maintain a secure and reliable infrastructure environment for ICT and adequate planning for disasters and recoveries
  • Provide technical support to the identification of secure, functional and accessible premises for the CREAD
  • Develop a business continuity plan to secure minimal disruptions in the functionality of the Unit to support the GoCD in the event of a disaster
