Chief Executive Officer - Dominica National Hospital

Applications are invited from suitably qualified persons for the position of Chief Executive Officer. The Chief Executive Officer is the Principal Operating Officer and reports to the National Health Commission/Hospital Management Authority.

Education

  • A post-graduate degree in Hospital Administration or Management; or
  • Bachelors degree in Hospital Administration, Economics, Public Administration or other relevant Social or Natural Sciences and a Masters degree in Public Health, Business Administration, Management or related field from an accredited university;

Training and or certification in Finance and Public Sector Management;

Formal training and or evidence in Organizational Change or Change Management would be a distinct advantage.

Competencies Required

  • Excellent oral and written communication, leadership, interpersonal, motivational, problem solving and organizational skills;
  • Ability to effectively lead a team of technical, health care and administrative professionals;
  • Policy formulation, critical and analytical thinking skills

Experiences

  • Minimum of seven (7) years experience in a senior role in the successful management of health care or other institution with 600 or more employees;
  • Proven experience in service delivery, resource management, finance, budgetary control and project management;
  • Proven experience in engendering a culture of engagement, collaboration and team work in managing organizational change;
  • Conversant with hospital and/or other service delivery systems;
  • Working knowledge of Accreditation, Quality Management and Standard Operating Systems

The Duties are but not limited to:

  • Formulate proposals for the creation of a Hospital Management Authority after consultation with the Minister for Health, National Health Commission (NHC), Cabinet Secretariat and other key stake holders;
  • Work in collaboration with the National Health Commission, Cabinet Secretariat, Ministry of Health and PAHO to develop a framework for the Hospital Management Authority that promotes Accountability and Efficiency;
  • Define the major policy initiatives and strategic outcomes that will be necessary for preparing a suitable governance structure for the New Hospital Management Authority;
  • Review and manage the detailed Work Plan and Budget of the major activities to be undertaken for establishment and operation of the Hospital Management Authority;
  • Examine the findings of the Human Resource Capacity Assessment and/or Audit and identify the critical management, supervisory and technical staff needed with suggested compensation packages, required for functioning within the Hospital Management Authority;
  • Propose levels of contribution required from Government and other sources to meet the financing needs of the Hospital which take account of existing policies on exemption for seniors and children under 18 years;
  • Design a suitable framework in collaboration with NHC to mobilise resources from national, regional and international agencies in support of the capitalization and operational needs of the Hospital;
  • Collaborate with the Information, Communication and Technology (ICT) Unit of the Ministry of Information, Science, Telecommunications and Technology to develop an ICT Plan that supports the Health Information Unit to facilitate the records management function and other emerging needs;
  • Participate in discussions and engagement between the Interim Board and the Dominica Public Service Union and any other representative body on the transition of staff from the Ministry of Health to the Hospital Management Authority;
  • Design a Quality Management and Control System for monitoring and evaluation of internationally accepted standards of service delivery towards achieving international accreditation of the DCF Hospital;
  • Define and propose the key elements required for developing Standard Operating Procedures and Protocols that promote accountability and delivery of quality services;

Terms and Conditions

The position will be on a contractual basis for a period of two (2) years, with the possibility of renewal upon satisfactory performance. The successful applicant will receive a compensation package based on qualifications and experience to include a basic salary, a combined travel and entertainment, housing allowance and a gratuity upon satisfactory completion.
