Income and Livelihood Support Program Extension

Please be advised that the Government's Covid-19 Response: Income and Livelihood Support Programs targeting individuals who lost their jobs or business operations due to the Covid-19 Pandemic or the Emergency Powers (Curfew) Order, Statutory Rules and Order No. 15 of 2020 are informed that the program has been extended to facilitate the payment of Grants to eligible person for periods up to April 30, 2021.

The programs have been amended to include the following persons:

  • Individuals who have either been temporarily laid off or whose employment have been terminated as a result of the COVID-19 Pandemic or the Emergency Powers (Curfew) Order, Statutory Rules and Order No. 15 of 2020; total employment income of these individuals (at the time of last employment) must not exceed EC$4,000.00 per month;
  • Individuals receiving reduced employment income of $300 or less per month from after February 20, 2020
  • Self-employed individuals whose businesses have been suspended or whose business revenues have been significantly reduced by at least 50%. Individual's business sales for the last calendar year ending December 31, 2019 must not exceed EC$100,000.00

All eligible individuals interested in applying may do so by accessing the application form online via the following websites dominica.gov.dm OR dss.dm or submit applications to the Ministry of Tourism, on the 3rd Floor, Government Headquarters or the Dominica Social Security no later than May 14, 2021.

The requirements are as follows:

  • Unemployment Grant:
    • Valid Government-issued photo ID — (Passport, Driver's License or Social Security)
    • Proof of citizenship — (Birth Certificate, Passport or Driver's License)
    • Most recent salary / pay slip
    • Evidence of being laid-off or terminated, including at least one of the following: employer declaration confirming termination of employment or reduced income, or through offline verification by either - a DSS Compliance Officer, letter from Justice of the Peace, or Chair of the Local Government Authority where the person works or resides;
  • Self-Employed Grant:
    • Valid Government-issued photo ID — (Passport, Driver's License or Social Security)
    • Proof of citizenship — (Birth Certificate, Passport or Driver's License)
    • Business Registration / Certificate of Incorporation or in the absence of formal business registration, a letter from Justice of the Peace or Chair or Local Government Authority
    • Documentation to show income and/or sales levels: copy of tax return or most recent bank statement, most recent accounting/book-keeping records, social security records or certified copy of tax return, business registration and licenses paid before March 22, 2020
