Consultancy for the Development of a Government of Saint Lucia (GOSL) Secure Wallet with Digital Payment and Integration Solutions

The Government of Saint Lucia has received financing from the International Development Association (IDA) (the “Bank”) in the form of a Credit toward the cost of the Caribbean Digital Transformation Project. The Ministry of the Public Service, Transport, Information and Utilities Regulation, as the implementing agency, intends to apply a portion of the proceeds of the Credit to eligible payments under the contract for the Consultancy for the Development of a Government of Saint Lucia Secure Wallet with Digital Payment and Integration Solutions.

The objective of the assignment is to design, develop and implement a secure Government of Saint Lucia Government Secure Wallet with an integrated Digital Payment System, secure document-management capabilities and integration with relevant Government services and platforms.

Expressions of interest must be delivered in a written form to the address below (in person, or by mail, or by e-mail) by an extended deadline of Midnight, EST, Monday September 14, 2026.
